I'm happy to report that this afternoon I received a phone call from the mayor elect in Elgin. He was not happy to say the least that the police are dumping dead dogs in their dumpster.
He is going to team up with the Chief of Police and change the PD's department policy on dumping. He plans to bring into effect a new policy that includes holding the animals for 2-7 days BEFORE disposal. He was a very nice man and a dog lover himself. Him and his wife adopt and care for elderly dogs. Thumbs up for our soon to be mayor of Elgin, David Kaptain!

This is proof that a single person with ambition for change can make a difference in the world. Hopefully, others will see this and become proactive with making positive change.
